Sub.: Setting: up of a Directorate of Housing and Welfare

                          I am directed to say that pursuant to cadre restructuring of Central Excise and Customs Department and in order to provide more focused approach in the area of Housing and Welfare it has been decided to set up a separate Directorate of Housing and Welfare with its headquarter at Delhi under the supervisory control of a Commissioner rank officer to be designated as Director of Housing and Welfare. The Directorate of Housing and Welfare will look after the following work.

a) To monitor and co-ordinate with the Central Board of Excise & Customs / Ministry and field. formations in respect of Housing projects.

b) To help the field formations in framing the project proposals.

c) To assist the field formations in implementation of approved projects by providing technical support in respect of integrated and architectural planning, standardization of House Building Designs etc.

d) To devise procedures for accounting and documentation system.

e) To coordinate with the field formations with regard to problems of encroachment and abandoned properties.

f) To prepare and compile Housing Manuals for future guidelines.

g) To keep the field formations informed about the various schemes and facilities available.

h) To encourage environment friendly planning and execution of the projects of the department by going for Horticultural and other environmental planning.

h) To coordinate with the Ministry on welfare measures related to officers and staff under CBEC. 

2. The Directorate of Housing and Welfare will work under DGICCE and in close coordination with Ad. VIII Section of the Ministry .

3 .The Directorate shall come into force on the date notified by the Central Board of Excise & Customs for such purpose.

4. The expenditure involved should be met from within the budget grant of Directorate General of Inspection, Customs & Central Excise for the financial year 2002-2003 or by reappropriation of the Central Excise and Customs grant or by supplementary grant, if necessary .
